Cuando la Legislatura de Texas legalizó el cáñamo en 2019, el senador estatal Charles Perry llamó al cáñamo “el cultivo caliente”, un salvavidas resistente a la sequía para los agricultores.

Fue aprobada por el Senado y la Cámara con votos unánimes. Contó con el respaldo del Comisionado de Agricultura Sid Miller.

“Permitir que el Departamento de Agricultura de Texas cree un programa de cáñamo industrial aquí en Texas brindará a los agricultores de Texas una nueva y emocionante oportunidad de prosperar, y eso es algo que todos deberían respaldar”, dijo Miller a The Texas Tribune en ese momento. “Se trata de los agricultores y ganaderos de Texas y de verlos prosperar”.

Pero desde su legalización, los agricultores han perdido interés en el cáñamo, especialmente el que se cultiva para fibra y grano para hacer ropa, textiles y papel. Aquellos que invirtieron aún no han visto ganancias y dicen que el cáñamo, como otros cultivos, está luchando en todo el estado durante uno de los años más secos registrados. Los agricultores de todo Texas tienen que reducir sus pérdidas al abandonar los cultivos defectuosos para ahorrar recursos valiosos. Y con tanto en juego, algunos agricultores no están dispuestos a arriesgarse a invertir en cáñamo.

“Los agricultores no tienen interés”, dijo Kyle Bingham, presidente de la Asociación de Productores de Cáñamo de Texas. “No quieren perder tiempo, dinero, tierra ni nada con el cáñamo en este momento”.

Y mientras la producción de cáñamo lucha por despegar, los agricultores aún se esfuerzan por obtener ganancias, afectando a las comunidades rurales que dependen en gran medida de la industria agrícola.

El estado está experimentando su año más seco desde 2011, con más del 76% de Texas enfrentando condiciones de sequía, según el Monitor de sequía de EE. UU. Ha tenido impactos devastadores en los agricultores de Texas que están reportando las peores pérdidas de cosechas en el país: los rendimientos han bajado un 68%, según una encuesta de verano de la American Farm Bureau Federation.

La sequía puede atrofiar el crecimiento de los cultivos porque hay menos agua y humedad del suelo disponibles, y el cáñamo no es diferente.

Los agricultores vieron fracasar el cáñamo industrial porque el suelo se endureció con el calor seco. El cáñamo también se puede cultivar para cannabidiol o CBD, en cuyo caso se cultiva en invernaderos y necesita cantidades de agua aún mayores que el cáñamo industrial.

“En esa primera temporada de crecimiento en 2020, muchos de nuestros agricultores, especialmente los que cultivan al aire libre, fueron los que notaron cuánta agua realmente necesitaban estas plantas para prosperar”, dijo Ilissa Nolan, directora ejecutiva de Texas Hemp. Coalición. “Especialmente cuando este es el tipo de planta que crece más en los meses de verano, donde hace un calor ridículo en nuestro estado”.

En Dripping Springs en el condado de Hays, Aaron Owens ve que su granja recibe un promedio de 36 pulgadas de lluvia cada año. Este año, la lluvia ha sido poco frecuente, con solo 4,5 pulgadas de lluvia a fines de agosto.

Los agricultores aran la tierra para prepararla para la siembra. Pero es difícil arar en un campo seco donde el suelo es duro como una roca. Owens esperó para sembrar el cultivo hasta más adelante en la temporada y, cuando lo hizo, se dio cuenta de que el cultivo necesitaba mucha más agua que en años anteriores.

“Muchos de los muchachos que conozco ni siquiera podían creer que lo aráramos porque pensaron que iba a ser demasiado duro para romperlo”, dijo Owens, quien, a diferencia de la mayoría, cultiva cáñamo al aire libre para obtener CBD. “Pero lo hicimos y funcionó”.

Para el cáñamo cultivado para CBD y fibra, la temperatura máxima diurna óptima para la producción es de 70 a 80 grados, dijo Calvin Trostle, el especialista estatal en cáñamo de AgriLife. Pero las temperaturas en todo el estado este verano batieron máximos históricos y, a menudo, alcanzaron los tres dígitos, lo que agravó las condiciones que llevaron a bajos rendimientos de los cultivos.

Cuando se le preguntó acerca de las afirmaciones de que el cáñamo era resistente a la sequía, Nolan, de Texas Hemp Coalition, se rió. La caracterización del cáñamo como resistente a la sequía se basó en pruebas en Kentucky y Colorado, dijo, estados con climas muy diferentes.

El Congreso de EE. UU. aprobó la Ley de mejora de la agricultura de 2018, legalizando el cáñamo a nivel federal siempre que no contuviera más del 0,3 % de tetrahidrocannabinol, el elemento psicoactivo de la marihuana conocido como THC.

Al año siguiente, la Legislatura de Texas hizo lo mismo, creando un camino para la producción de cáñamo y extractos derivados del cáñamo como el aceite de CBD con menos del 0,3 % de THC. El proyecto de ley otorgó al estado la autoridad reguladora principal sobre la producción de cáñamo.

Pero no se trataba solo de la regulación: los defensores imaginaron una industria del cáñamo en auge en Texas. En una audiencia, el Comité de Agricultura y Ganadería de la Cámara de Representantes escuchó testimonios sobre el éxito fuera del estado: en Kentucky, se pagó a un programa piloto de cáñamo de $3,000 a $5,000 por un acre de cáñamo.

“Personalmente, creo que Texas se convertirá en un líder en este campo ya que, para empezar, ya es un gran estado productor de agricultura. Los agricultores han estado considerando este proyecto de ley como un salvavidas para salvar sus granjas familiares”, dijo Lisa Pittman, abogada especializada en leyes de cannabis.

La industria agrícola había estado enfrentando una recesión económica. Incluso el algodón, un cultivo visto desde hace mucho tiempo como una fortaleza en la agricultura de Texas, estaba luchando. La legalización del cáñamo fue bien recibida como una posible solución a la recesión e incluso como una alternativa al algodón.

Disminución del interés por el cultivo.

Las licencias de cáñamo están bajas, según expertos de la industria. La agencia estatal responsable de rastrear esos datos no respondió mediante publicación a múltiples solicitudes de The Texas Tribune.

Los desafíos de las condiciones climáticas extremas se encuentran entre los controles de la realidad que han golpeado a los pocos agricultores que han plantado el cultivo.

La legalización del cáñamo estuvo acompañada por una afluencia de cultivadores de cáñamo ansiosos por sacar provecho de la nueva cosecha. Pero la demanda no podía seguir el ritmo de la mentalidad de la fiebre del oro, y los tejanos luchaban por encontrar compradores después de cosechar la cosecha.

“Resultó en una crisis de exceso de oferta, destruyó el precio de la flor de cáñamo y el CBD, y eso dejó a muchos agricultores de 2018, 2019 y 2020 con inventarios que no pudieron vender”, dijo Jody McGinness, directora ejecutiva de la Asociación de Industrias del Cáñamo.

Y todavía no hay un mercado claro para el cáñamo en Texas. Los agricultores están encontrando pocas o ninguna instalación de procesamiento establecida o compradores constantes que busquen fibra o granos cultivados en Texas. Muchos minoristas aún obtienen su fibra y granos a nivel internacional para obtener los productos a un mejor precio, dijo Leah Lakstins, quien trabaja con minoristas de cáñamo y agricultores para desarrollar negocios de cáñamo en Texas.

Y a medida que la industria del cáñamo ve contratiempos en sus etapas iniciales, menos agricultores están dispuestos a invertir sus limitados recursos en el cultivo. Se suponía que el proyecto de ley estatal de 2019 que legalizaba el cáñamo en Texas sería una victoria para los agricultores, pero los agricultores ahora son solo una parte de la industria. La mayoría de las personas en la industria del cáñamo no cultivan como su principal fuente de ingresos y cultivan cáñamo para CBD, según una encuesta del USDA.

“Los agricultores han estado haciendo esto durante mucho tiempo y simplemente reconocen que este es un mercado demasiado volátil para que tengamos sentido seguir trabajando”, dijo Bingham, el agricultor que cultiva cáñamo industrial en Meadow.

A pesar de todo esto, los líderes de la industria del cáñamo mantienen el optimismo de que el cultivo puede despegar siempre que los agricultores recuperen el interés en el cáñamo industrial y lo introduzcan en sus rotaciones de cultivos en hileras. Los agricultores pueden trabajar con la genética del cáñamo para tolerar mejor las condiciones de sequía, por ejemplo.

Pero con las licencias caídas, la industria debe generar apetito por el cultivo en una industria frágil en la que arriesgarse con el cáñamo ya ha perjudicado a muchos agricultores.

“Necesitamos encontrar una manera para que los agricultores se sientan seguros y tengan la seguridad absoluta de que podrán obtener una ganancia en la que puedan confiar”, dijo McGinness.

Bingham dijo que se le acaba el tiempo a la industria del cáñamo. La producción de cáñamo es “prometedora y potencial” en Texas, dijo, pero la industria tiene alrededor de dos años para construir un mercado para el cáñamo antes de que los agricultores se retiren por completo.

“Si no lo hacemos bien, desperdiciaremos esta oportunidad”, dijo Bingham. “Y si alguna vez tratamos de regresar y reconstruir esto, será mucho más difícil construir la industria”.
